EN 13201 solar street light classes for communal roads

An NM EN 13201 lighting class sets the light level to be maintained on a road: from 0.30 cd/m² (M6) to 2.0 cd/m² (M1) for trafficked roads, from 7.5 lx (C5) to 50 lx (C0) for conflict areas and from 2.0 lx (P6) to 15 lx (P1) for residential streets and paths. In Morocco the NM EN 13201 series is the photometric reference of public-lighting tenders, and NM 06.8.001 requires an EN 13201 solar street light to be designed for a predefined class. For a douar track, class P4–P5 or M6 is usually enough; a 30 km/h lotissement street targets P3–P4; a communal junction C4–C5 (indicative selection per CEN/TR 13201-1).
What is an NM EN 13201 lighting class and who imposes it in Morocco?
The NM EN 13201 series is Morocco's adoption of the European road-lighting standard: the technical report RT CEN/TR 13201-1 (class selection), NM EN 13201-2 (performance requirements per class), -3 (calculation), -4 (measurement) and -5 (energy indicators). According to the guide "Application des normes dans les marchés publics – Éclairage public" published by IMANOR in February 2026, it is the photometric reference for public procurement, and Law 12-06 (art. 35) together with Decree 2-22-431 (art. 5) make reference to Moroccan standards mandatory in tender specifications. The stake is budgetary: public lighting accounts for 30 to 40 % of a territorial collectivity's energy consumption, often its first budget line.
A class is neither a wattage nor a lumen figure: it is a result measured on the road surface — luminance in cd/m² for trafficked roads (M classes), illuminance in lux for conflict areas (C classes) and for pedestrian or low-speed areas (P classes) — together with uniformity and glare-limitation requirements. For solar, NM 06.8.001 (2024 draft) goes further: the street light must be designed to reach a predefined NM EN 13201 class, which makes the class the first line of any tender specification (CPS).
ME, CE, S or M, C, P: which nomenclature should a CPS use?
Two nomenclatures coexist. Standard NM 06.1.225, homologated in 2013, is the identical adoption of EN 13201-2:2003, which named the classes ME1–ME6 (luminance), CE0–CE5 (conflict areas) and S1–S6 (pedestrian areas). The 2015 edition of EN 13201-2 renamed these families M1–M6, C0–C5 and P1–P6 and adjusted some requirements. Whether IMANOR has re-adopted the 2015 edition could not be verified at the date of this guide; in practice Moroccan CPS documents still often use ME/CE/S. Our recommendation: write the class in both nomenclatures — "class P4 (formerly S4)" — and state the edition used for the calculation.

What luminance and illuminance levels does each class require?
The values below are those of EN 13201-2:2015 (maintained values, i.e. at end of life, after the maintenance factor is applied). Lav is the average road-surface luminance, Uo the overall uniformity (minimum/average), Ul the longitudinal uniformity along the lane axis, fTI the threshold increment that caps glare, and REI the edge illuminance ratio for the surroundings.

For a solar project, uniformity is often more demanding than the average level: too wide a spacing makes Emin collapse between two poles and loses the class even when the average is met. The P classes, defined by an average and a minimum, are the most readable for a communal client and the simplest to verify with a lux meter at hand-over.
Which class for a douar track, a lotissement street or a junction?
CEN/TR 13201-1 selects the class from speed, traffic volume and composition, parked vehicles, ambient luminance and the visual task. No Moroccan prescription per road type was found; the table below is an indicative selection per CEN/TR 13201-1, to be confirmed by the design office and, in the six SDAL communes, by the forthcoming "Charte de l'éclairage public" of SRM Casablanca-Settat.

A note on unpaved tracks: luminance (M classes) assumes a road surface whose reflection is tabulated; on an earth track or mixed surface, an illuminance calculation (P classes) is the only defensible one. For a douar, targeting P4 (5 lx average, 1 lx minimum) is realistic and verifiable.
What pole height and spacing does the class need?
The class is won through geometry: mounting height, overhang over the carriageway, tilt, spacing and road width. LALOGO all-in-one luminaires have a 70° × 140° asymmetric road distribution, an efficacy of 180 to 220 lm/W (NM 06.8.001 requires at least 130 lm/W) and a Ø 60 mm spigot with adjustable tilt. The heights and spacings below come from the datasheets; they are starting points, not a guarantee of class: only the calculation note on the real geometry counts.

Two field rules: the wider the road, the higher the mounting must be to hold Uo; and on a solar project the spacing is checked at the reduced night-time flux (NM 06.8.001 tests autonomy at 40 % flux), not only at 100 %. The pole is of Moroccan origin (25 % safeguard duty on imported poles, HS 7308.90.10); the luminaire's customs classification is confirmed by our freight forwarder. The split kits, from the LS-S60 (5–6 m pole) to the LS-S120 (8–10 m pole, double arm), follow the same logic with a galvanised pole made in Morocco.
How do you prove the class in a tender?
A serious CPS asks for three documents: the luminaire's photometric file (IES or LDT), the calculation note (DIALux or equivalent) on the exact project geometry with the maintenance factor used, and — specific to solar — the night-time dimming profile with the class held at each step. Without that third item, a street light can show P3 at switch-on and fall below P5 after midnight without anyone having written it down. These files are rarely published on the Moroccan market; for the LALOGO range they are available on request, based on your road cross-sections.
The rest of the file follows NM 06.8.001: efficacy ≥ 130 lm/W, controller with astronomical clock and weather-adaptive dimming, battery tested 16 h at ≥ 40 % flux at 25 °C, "NM 06.8.001" marking on the pole or module. The clauses quoted come from the September 2024 draft (public enquiry EP 52/2024); the homologated text must be purchased from IMANOR before writing "compliant" in a CPS.
