Solar street lights in Casablanca-Settat: the six-commune SDAL and where off-grid solar fits

What the SRM Casablanca-Settat lighting master plan says, the numbers behind Casablanca's public lighting and the zones where LALOGO proposes solar luminaires.

Public lighting in Casablanca is run by SRM Casablanca-Settat, which launched in 2026 a lighting master plan (SDAL) for six communes — Casablanca, Mohammedia, El Jadida, Bouskoura, Ain Harrouda and Bni Yakhlef — with a four-year emergency plan, a CAPEX/OPEX study including solar and hybrid alternatives, and a 'Charte de l'éclairage public' as deliverable (LesEco, 21 May 2026). Casablanca has ≈ 150,000 light points using more than 127 GWh a year according to the Moroccan press (L'Economiste). LALOGO is not a party to the SDAL; this page explains, with numbers, where solar street lights in Casablanca fit within that framework.

What is the Casablanca-Settat SDAL?

A lighting master plan sets, for a territory, the illuminance levels per road type, the colour temperatures and the renovation programme. SRM Casablanca-Settat's plan covers the six communes named, 'tens of thousands of light points' according to LesEco, and must produce a public-lighting charter that will fix the applicable NM EN 13201 classes. The study compares the investment and operating cost of the options, including off-grid solar and hybrid — the point that interests a supplier like LALOGO, and the reason for this page.

The IMANOR guide of February 2026 recalls that public lighting represents 30 to 40 % of a territorial collectivity's energy consumption and is usually its largest budget line.

How much does Casablanca's public lighting cost?

Casablanca had 120,000 light points in 2016 (Challenge.ma, verified figure); the Moroccan press now speaks of ≈ 150,000 points, more than 127 GWh a year and more than 162 million MAD a year (L'Economiste, excerpts). Per light point that gives 127,000,000 ÷ 151,000 ≈ 841 kWh a year, i.e. ≈ 2.3 kWh a night — a derived order of magnitude, to be confirmed by the SRM. ONEE publishes no specific public-lighting tariff; the implied average price, 162 M MAD ÷ 127 GWh ≈ 1.28 MAD/kWh, serves as a proxy.

Where does off-grid solar fit in the SDAL?

Not on Casablanca's boulevards: urban arterials fall into classes M2–M3 on the grid, and Chinese-origin LED luminaires for urban public lighting are subject to the 27 % anti-dumping duty (HS 9405.42.00.10). Off-grid solar is relevant in four situations that the SDAL's CAPEX/OPEX study is meant to cost:

  1. Peri-urban roads and douars without a network in Bouskoura, Bni Yakhlef and Ain Harrouda, where the trench and the board cost more than the luminaire: LS-A60 and LS-A80 on Moroccan-made 5–6 m poles.
  2. Parks, promenades, the corniche, car parks and sports grounds, LS-F200 floodlights (200 W, IP66) or LS-A120 on an 8 m pole, without a buried network.
  3. Existing poles whose cable has failed or been stolen: LS-H60 to LS-H100 heads (60 to 100 W, 40 to 80 Wp panel) fixed on the pole in place, without trenching; NM 06.8.001 explicitly covers all-in-one modules on existing poles and allows a hybrid grid back-up (option on request).
  4. Pilot zones that the public-lighting charter could define to measure real autonomy over a Casablanca winter: LALOGO proposes a documented luminaire list (FR/AR datasheets, IES/LDT, Wh) for that kind of trial.

Sizing on December in Casablanca: 2.99 kWh/m²/day on a horizontal panel, 4.93 on a panel tilted at 32° (+65 %) — PVGIS-SARAH2 2005-2020, JRC. An LS-A80 harvests 80 × 2.99 × 0.72 ≈ 172 Wh a day for a 256 Wh battery (system efficiency 0.70–0.75, engineering assumption). Autonomy: up to 12 h per night, 3–5 days of reserve at the default profile; it depends on irradiation and on the dimming profile.

Coast: which corrosivity class for Casablanca, Mohammedia and El Jadida?

There is no Moroccan ISO 9223 map; LALOGO applies an engineering classification by distance to the sea: seafront (Corniche, Aïn Diab, Mohammedia, El Jadida sea walls, port zone, Dar Bouazza) = C5-M; the belt within one kilometre and Mohammedia's industrial zone = C4; inland Casablanca, Bouskoura, Bni Yakhlef = C3. In C5 zinc loses 4.2 to 8.4 µm a year: an 85 µm NM ISO 1461 galvanised coating is consumed in about ten years (85 ÷ 8.4 ≈ 10), against 20 to 40 years in C4 — hence the IP66 coastal version and the duplex galvanising + ISO 12944 paint we specify (relative humidity 82 % in Casablanca).

Mohammedia: seafront and industrial zone

El Jadida: ramparts and seafront

Which documents and which procedure?

The SRM and the communes buy through public contracts on marchespublics.gov.ma: a specification with the NM EN 13201 class, the NM 06.8.001 reference, IP/IK specified by the client (IP66 / IK08 recommended on the coast), NM EN 40-5 pole galvanised to NM ISO 1461, Cم marking. LALOGO supplies FR/AR/EN datasheets, IES/LDT files on request, the Cم declaration, LS-P6 pole drawings and wording for the specification. LALOGO's NM 06.8.001 file is in progress. The pole is Moroccan-made (25 % safeguard duty on imported poles, HS 7308.90.10); the customs classification of the luminaire is confirmed by our forwarder.

Worked example: 1 km of peri-urban road in Bni Yakhlef

A 7 m road without a network (indicative class P3–M6) linking two douars. LS-A80 on Moroccan-made 6 m poles every 22 m: 1,000 ÷ 22 ≈ 45 intervals, i.e. 46 luminaires; 1 LS-C100 at the entrance junction. December balance: ≈ 172 Wh harvested a day per luminaire for a 256 Wh battery; default profile with mid-night dimming and PIR. The avoided trench, cable and board are inputs only the SDAL's CAPEX/OPEX study can fix. Price on quotation in MAD.

Are solar street lights affected by the 27 % anti-dumping duty?

The 27 % duty targets Chinese-origin LED luminaires for urban public lighting (HS 9405.42.00.10). The classification of all-in-one solar street lights is not settled; LALOGO has requested a binding ruling for several models and claims no exemption until then: the customs classification is confirmed by our forwarder, order by order. The poles are Moroccan-made (25 % safeguard on imported poles).

Can Casablanca's existing poles be retrofitted with solar heads?

Yes, where the cable has failed or been stolen and the pole is sound: LS-H60 heads (60 W, 40 Wp) on 5–6 m poles, LS-H100 (100 W, 80 Wp) on 7–8 m, without trenching.
